A UK bid guide for professional services firms: thresholds, CCS frameworks and the Procurement Act 2023

How UK public procurement thresholds, CCS frameworks and the Procurement Act 2023 shape bids by professional services firms, with named routes to a framework place.

What to take away

  • Public sector buyers score bids on evidence against published criteria, not on reputation or relationships.
  • The Procurement Act 2023 governs advertised contracts above the statutory thresholds in England, Wales and Northern Ireland.
  • CCS frameworks such as Management Consultancy Framework Four (MCF4) are routes to public work, not guarantees of work.
  • A debrief request after every loss, logged in one place, is the cheapest way to improve your scores.

Why professional services firms lose public sector bids

Professional services firms often bid the way they sell: on seniority and chemistry. Public sector evaluation ignores both. Panels score each answer against published criteria with stated weightings. One answer that misses the question, or answers a different one, loses marks that no amount of partner time can recover.

Most losses trace back to structure and evidence rather than price. Public buyers must justify the award in writing, so a claim without proof is a risk they will not take.

Tender cycles run months before any fee income arrives, so firms that rely on referrals should read our guide to building a referral system for professional services before diverting budget into bidding.

How the UK procurement rules shape a bid

The Procurement Act 2023 replaced the previous regime for most UK public contracts, with the main provisions commencing on 24 February 2025. It covers England, Wales and Northern Ireland. Scotland runs its own system under the Procurement Reform (Scotland) Act 2014.

UK Procurement Thresholds

  • £139,688central government goods and services
  • £214,904other contracting authorities
  • 24 Feb 2025Procurement Act 2023 commencement
  • 1 Jan 2024last threshold uplift

Contracts above the financial thresholds must be advertised on Find a Tender and awarded through a competitive procedure.

The thresholds, last uplifted on 1 January 2024, are £139,688 for central government goods and services and £214,904 for other contracting authorities.

Below those figures a buyer can run its own process, where marketing and existing relationships carry far more weight.

A six-step professional services tender checklist

  1. Set alerts on Find a Tender and Contracts Finder for your service categories, and note which buyers publish often.
  2. Read the evaluation criteria before the specification, then map every scored question to one named piece of evidence.
  3. Write in the buyer's language, using their outcome and delivery words rather than your own methodology labels.
  4. Keep an evidence bankcase studies, referee contacts, staff CVs, insurance certificates and policy documents, all dated.
  5. Price the whole cost the buyer carries, including any social value promise you have made.
  6. Request a debrief after every loss and log your scores against the winner's in a single spreadsheet.

CCS frameworks and named routes to a place

Crown Commercial Service (CCS) is the Cabinet Office buying agency that lets frameworks. It became the Government Commercial Agency (GCA) on 1 April 2026. A place lets buyers call off work without running an open tender.

Management Consultancy Framework Three (MCF3), reference RM6187, was the main CCS route for management consultancy. Management Consultancy Framework Four (MCF4), reference RM6309, is its successor.

Digital Outcomes and Specialists 6 (DOS6) is a CCS agreement for digital specialists.

To get a CCS place, find the contract notice on Find a Tender or the CCS website. Register on the CCS eSourcing portal. Complete the selection questionnaire during the tender window. Once live, most CCS frameworks close to new entrants.

Dynamic markets under the Procurement Act 2023 stay open. Suppliers can join at any time.

Public Contracts Scotland (PCS), Sell2Wales and eTendersNI advertise devolved public work in Scotland, Wales and Northern Ireland.

ONS data on business activity, size and location shows how many firms in your sector could contest the same lots. A framework place is a marketing asset, not a contract.

Using FOI requests and debriefs to sharpen the next bid

Under the Freedom of Information Act 2000, anyone can ask a public authority for information it holds, including procurement records. Buyers can refuse material that is commercially sensitive, so requests give partial value rather than a full picture.

Debriefs are quicker. Ask for your scores against each criterion and the winning bid's scores, in writing. Log both in one document so patterns appear across three or four bids.

The case studies and client outcomes you collect for bids also work as published thought leadership content that generates B2B leads, so the evidence bank pays twice.

Common questions

What counts as a public sector tender in the UK?

Any contract advertised by a public body above the threshold in the Procurement Act 2023, or a below-threshold opportunity the buyer chooses to publish. Health, local government, education and central government are the largest buyers.

Do I need to be on a framework to win public work?

No. Frameworks and dynamic markets are one route, and many contracts are awarded through open procedures on Find a Tender. A framework place shortens the next bid, it does not guarantee work.

How long should a professional services bid take to write?

Budget two to three weeks for a selection questionnaire and invitation to tender once your evidence bank exists. First-time bids take longer because the case studies and policies have to be assembled from scratch.
